コンゴ人は注意を受けるとどんな小さなことでも言い訳をする。これはコンゴ人がもともとそういう性格かというとそうとは限らない。ひとつには言語の所為がある。フランス語圏の特色といえないこともない。フランス人は自分の非を認めること極めて少ない。またベルギー植民地時代に非を認めれば鞭を打たれたかもしれない。だからコンゴ人に限らず、アフリカ人、いや日本人以外に敷衍できることでもあろう。
日本人は直ぐに謝る。詫びたからといって本当に反省しているかというとそうでもない。
だからどちらがいいとも云えないのである。
コンゴに限らずアフリカ一般に量り売りが少ない。小麦粉、砂糖、塩などに限らずジャガイモ、落花生まで枡売りする。枡に山盛りしてくれる。日本酒を枡で頼むとわざわざ外にこぼして図るのと同じかもしれない。しかし、枡売りするアフリカの事情もある。目方を量るにはには計計量計が必要だからだ。天秤にせよなんにせよ道具がいる。枡(バケツ)は安いが、正確な計量計は高い。さらに計量計が性格であるという保証がない。だから買い手は山盛りにしてくれる枡売りを好むのだ。なにか得をした気になる。
正式に養子縁組が出来ているのに足止めされていたRDCコンゴの子ともたち6人が26日(月)無事ブラッセルに飛び立った。下記URL参照。
南アフリカの再選されたズマ大統領は26日(月)新内閣を発表した。南アでは1984年に首相職が廃止されて、大統領が内閣のトップである。
副大統領は新任のシリル・ラマフォーザCyril Ramaphosa氏。同氏は鉱山労働組合(NUM)のトップで与党ANCのNo.2である。52年11月生まれ61歳。またビジネスマンとしても成功しており、南アの一大資産家にもなっている。2012年8月のマリカナ鉱山で起きた警察による虐殺事件(死者34名、負傷者78名)の責任を問われていいる。以上はWikipedia英語版情報。フランス語版は全く情報がない。
閑話休題。内閣に14名が残留。南ア史上初めて財務大臣に黒人が指名された。ネネ氏(55)だが、前内閣で副大臣だった人物である。
女性大臣は全大臣34名中14名。なかなかの女性進出である。特に国防省、運輸省、労働省、エネルギー省、通信省を女性に任せているのはたいしたものだ。
省の統合や新設を告げるズマの演説を読むと、アフリカの文字通り政治・経済のトップを走る南アの自信と矜持が見える。前世紀の中葉では、RDCコンゴと南アと比べて、むしろコンゴが先に進んでいる分野も多々あった。しかし、今、RDCコンゴは遥かに南アに遅れをとっている。RDCコンゴは平和と民主主義の確立を一日もはやく実現し、南アを追いかけねばならない。RDCコンゴだけではない、多くのサハラ以南の国々が紛争をしている時期ではないのだ。

Le nouveau gouvernement du président Zuma

En Afrique du Sud, le président Jacob Zuma, réélu à la tête de l'état
pour un second mandat, a nommé hier soir un nouveau gouvernement.
Quatorze ministres conservent leurs fauteuils mais il y a eu quelques
surprises. L'Afrique du Sud a notamment pour la première fois un ministre des
finances noir.
Comme attendu, Jacob Zuma a nommé un nouveau vice-président : Cyril
Ramaphosa, déjà numéro deux de l'ANC et pressenti à ce poste.
Au sein du gouvernement, 14 ministres sont reconduits. Sur le plan
diplomatique, Maite Nkoana Mashabane reste à la tête des affaires étrangères.
D'autres très critiques pour leurs actions ont réussi à conserver leurs
fauteuils comme Ange Motshekga, la ministre de l'éducation primaire et
secondaire, pourtant vilipendée pour son inefficacité.
Mais face aux différentes crises sociales et scandales qui ont secoué le
pays ces dernières années, certains n'auront pas réussi à garder leur
portefeuille.
Ainsi la ministre des mines n’est pas reconduite. Peut-être en raison de
la plus longue grève de l’histoire du pays qui sévit dans les mines de platine
en ce moment.
Le ministre de la police, Nathi Mthetwa a été relégué à l'art et la
culture, alors que les esprits sont marqués par le massacre de Marikana et les
bavures policières récurrentes.
Sur le plan des nouveautés, et pour accélérer le développement
économique promis, Jacob Zuma a annoncé la création de plusieurs ministères:
notamment celui du développement des petites entreprises.
Pour favoriser l’accès aux services de base dans les bidonvilles, un
ministère de l'eau et des installations sanitaires a aussi vu le jour.
Celui des télécommunications et des services postaux devra sortir les
provinces rurales et les zones les plus reculées de leur isolement.
Et puis, déjà accusé d'être un outil de propagande gouvernemental, un
ministre de l'information va désormais siéger à Pretoria.
Enfin, il y a l'arrivée très remarquée dans le nouveau gouvernement de
Nhlanhla Nene: c'est la première fois que l'Afrique du Sud aura un ministre des
finances noir.
A 55 ans, Cet ancien directeur local d'organisation de la coupe du monde
de football en 2010 et déjà ministre-adjoint de l’économie, aura la lourde
tâche de mettre en place les réformes promises par Jacob Zuma, dans un climat
économique difficile.

Fellow South Africans,
Ladies and gentlemen of the media,
I am pleased to join you on Africa Day, as we conclude
our transition to a new administration following the fifth national general
elections.
I announced on Saturday that we have entered the
second phase of our transition to a national democratic society. I also said
this would be a radical phase of socio-economic transformation.
It is my pleasure today to announce the members of the
National Executive, who have been tasked with improving and speeding up the
implementation of our progressive policies and programmes.
The team will implement the five year Medium Term
Strategic Framework of government, which has been developed using the National
Development Plan and the ANC Manifesto.
To improve implementation and ensure impact, we have
reconfigured some departments while others have been expanded to improve
capacity.
I will briefly outline the changes and then announce
the names of the new ministers and deputy ministers.
We have established a Ministry of Telecommunications
and Postal Services.
Our country has a fast growing telecommunications
sector which in 2012 was estimated at being worth R180 billion. We also see a
great developmental value in the Post Office given its role of delivering
financial services to remote areas of our country.
This new department will ensure that the country
derives more value out of the booming information communications and technology
industry and the postal services sector.
The National Planning Commission as well as the
Performance Monitoring and Evaluation Ministries in the Presidency have been
combined into one Ministry to harmonise the planning and monitoring functions.
This Ministry will also continue to be responsible for
youth development.
We have established a new Communications Ministry,
which will be responsible for
overarching communication policy and strategy, information dissemination and
publicity as well as the branding of the country abroad.
Improved communication and marketing will promote an
informed citizenry and also assist the country to promote investments, economic
growth and job creation.
This Ministry will be formed out of the following
components;
• The Independent Communications Authority of South
Africa
• The SA Broadcasting Corporation
• Government Communications and Information System
(GCIS)
• Brand SA and
• The Media Development and Diversity Agency
Ladies and gentlemen,
The functions related to support for people with
disabilities and children, will be transferred to the Department of Social
Development.
The current Ministry of Women, Children and People
with Disability is now the Ministry of Women which will be located in the
Presidency.
The Women’s Ministry will champion the achievement of
women’s socio-economic empowerment and women’s rights.
To further improve efficiency in the criminal justice
system, we have combined the Department of Justice and Constitutional
Development with the Correctional Services department.
The Department will now be called the Department of
Justice and Correctional Services.
Ladies and gentlemen,
We have made an undertaking to significantly improve
the provision of water and sanitation to our communities in the new term.
In this regard, we have established the Ministry of
Water and Sanitation.
You will recall that we stated in the inauguration
address that the economy will take centre-stage. The development of the small
business sector is critical to economic development and transformation.
We have thus established a new Ministry for Small
Business Development.
